That is the auto-unroll feature of the cutter, mean to pull slack off the roll before cutting, to reduce strain on the motors. This can be prevented by putting the cutter "off-line" and disabling the option in the Cutter's "Misc" settings . However, if it's bunching the material up when it draws back into the cutter that indicates that you might have something set incorrectly such as the up-speed or blade exposure.
